The Environmental Protection Act of the Province of Ontario requires that the potential impacts of an infrastructure project on the environment are identified by means of an Environmental Site Assessment (ESA) process. The ESA study often occurs in two phases; the Phase I ESA and Phase II ESA. the Phase I study normally involves a review of available records and site visit observations. The Phase II scope definition is typically outlined as part of the Phase I recommendations and may not always be necessary. When deemed appropriate, however, the Phase II scope usually covers further testing such as soil chemistry analysis.
